In the past few years, the FHWA has begun to place increased emphasis on measuring and monitoring the performance of traffic signals. This increased emphasis has led to a need to develop practical performance measures that can more easily allow the transportation engineer to gauge the effectiveness of traffic operations and traffic management strategies along with the development of systems that can collect and produce these measures. The objective of this study is to develop and/or identify appropriate measures of effectiveness for roadway performance and efficient means of collecting pertinent data. 1
