SPR 13-452 Developing Standard for highway/Railway at-Grade Crossing Management

The objectives of this research are to 1) Develop and recommend best practices for design, construction, and rehabilitation of highway/railway crossings, 2) Further develop practices for the “fast-track” approach for renewing and rehabilitating crossings, 3) Further document the benefits of a “cooperative” for planning/management of the crossing installation/renewal process, 4) Document certain “economies” by providing a high-quality product, 5) Develop a quantitative “performance assessment and rating system” for roughness/smoothness, 6) Evaluate the effects of “incorporating cold-mix (emulsified) asphalt mixes” for crossing substructures, and 7) Establish “standards” for the execution of a maintenance management program.
