The objective of this project is to determine the potential to maximize the use of weigh-in-motion (WIM) technology by coordinating deployment and facilitating the sharing of data collected. Although the primary focus will be on the coordination between the Division of Planning, the Department of Vehicle Regulation (DVR) and the Kentucky State Police (KSP), this project will also identify other stakeholders and consider their needs in future installations. This project will include a pilot implementation of a shared WIM. Best practices for the type of technology that should be utilized (in various scenarios) and how the data should be shared will be determined through the pilot implementation. The Kentucky Transportation Center (KTC) will begin this research with a survey of how other states are coordinating the use of WIM technology. (Five to ten states of interest will be identified by the Study Advisory Committee.) Best practices for shared use of WIM technology will be summarized. KTC will also summarize the various types of WIM technologies available and the benefits of implementing each one. At the same time, KTC will identify the various stakeholders that may benefit from shared WIM technology. In addition, KTC will map current WIM locations and work with the Division of Planning, DVR-DMC, KSP, and any other stakeholders to identify and prioritize future locations. Funding will be set aside for a pilot project between the Division of Planning and the DVR for locating and using WIM technology. This pilot project will serve as a test for how future installations could be handled and will consider various scenarios. Finally, a strategic plan for locating and using WIM technology in the future will be developed based upon the findings of this study.
