Description

The objective of this study is to examine current trends and past performance of public-private partnerships (P3’s) in the procurement of state transportation infrastructure projects. The results of this study will assist KYTC in developing strategies, guidance, and procedures for the administration and implementation of P3 projects. Given current legislative initiatives, P3 projects may become a viable contracting option for KYTC in the near future. This model of contract administration is drastically different than the standard contract administration procedures of KYTC. As such, it is a goal of this study to identify successful P3 initiatives and their potential to support KYTC in the development of contract administration strategies, guidance, and procedures in order to successfully manage and implement this method of procurement.
