For the past several years, the Kentucky Transportation Cabinet has increased the use of consultant and contractor services. This increase in contract work is due in large part to a reduction in staffing levels at KYTC. As the work force is reduced further by retirements, it is anticipated that work forces will be reduced further and the need for contract services will increase. The use of contract services has essentially grown independently as new needs arise. Therefore an evaluation of these services and their effectiveness is needed to determine how contract services may best be utilized to increase cost effectiveness and still maintain an appropriate level of control as it related to the functionality and integrity of the KYTC. The purpose of this study is to identify the core set of services that should be provided by KYTC through their in-house staff and which services are best delivered by the private sector.
