KYTC began rollout of its Performance Based Flexible Solutions (PBFS) design initiative in early 2017. The initiative encourages project development teams to focus on building projects that satisfy the stated purpose and need while minimizing impacts and costs. With transportation funding being a high priority at the state and national levels, it is critical to measure the performance and effectiveness of projects that have been developed using PBFS strategies. This project will examine PBFS projects to: 1) assess whether they have successfully addressed the purpose and need, and 2) compare final costs to initial impact cost estimates. KYTC leadership can use study results to gauge the success of PBFS and identify potential areas for improvement as the program evolves.
