SPR 22-622: Review and Validation of Current SHIFT Methodologies (FY'23)

DESCRIPTION The Strategic Highway Investment Formula for Tomorrow (SHIFT) is the Kentucky Transportation Cabinet''''s data-driven, objective approach to compare capital improvement projects and prioritize limited transportation funds. By the time this project would potentially start, SHIFT will be in its third iteration and be about 6 years old. During this time basically all of the research and focus has been on improving the individual components of the SHIFT scoring mechanism. Now is an appropriate time to look at SHIFT as a whole. This project proposes to bring together a diverse group of Professionals to assist KYTC staff in the review and continued refinement of the SHIFT scoring process. As the components of SHIFT continue to develop into more complex processes, we need to examine how the components fit together (weighting) in the best way possible to ensure the SHIFT tool will provide the best output moving forward. The goal for this project is to ensure that KYTC is staying both up to date with data and methods while also staying true to the purpose and intent of why SHIFT was started.
