Description

The Commonwealth of Kentucky, through the Kentucky Division of Emergency Management (DEM), will be conducting a comprehensive needs assessment and homeland security strategy development process over the next five months. This effort will result in an update of the 1999 State Domestic Preparedness Three Year Plan, provide the statistical underpinning of a new Federal State Assistance Plan and form the basis of the FY2004 Homeland Security Grant Program from the Federal Office of Domestic Preparedness. The University of Kentucky, Patterson School will assist DEM in its effort by providing the following services and support: 1.Provide a facilitator to the State Strategy Workgroup. This facilitator will help guide the group through the process of reviewing the local, county and state needs assessment data provided by the Kentucky League of Cities (KLC) and the Kentucky Association of Counties (KACO). The Facilitator will provide guidance on the development of the Statewide Three Year Strategy during and after the Strategy has been submitted for review by the Office of Domestic Preparedness. 2.Provide a Program Technical Coordinator to work with State Agencies, KLC andKACO as the State On-Line System , IAdministratorand Training coordinator during the data collection and input period. 3.Provide at a minimum one or more Graduate Students to assist the State Workgroup and State agencies in completing their portion of data collection under the State Homeland Security Assessment.
