Objective: The primary objective of this evaluation is to assess the effectiveness, efficiency, and overall impact of the Federal Title IX Part A Programs on supporting students across the commonwealth of Kentucky. The evaluation will focus on identifying program strengths, areas for improvement, and the extent to which it is boosting student achievement and providing additional resources to engender a supportive environment for students. Specific evaluation objectives include: 1. Assessing the extent to which the program is meeting the needs of Title Program service recipients in terms of educational stability, access to school resources, and academic achievement. 2. Examining the efficiency and effectiveness of the Federal Title IX Part A Program implementation and resource allocation. 3. Identifying barriers and challenges faced by Federal Title IX Part A Program students and their families in accessing and benefiting from program services. 4. Analyzing the collaboration and coordination between the Federal Title IX Part A Program and other relevant agencies or organizations. 5. Providing actionable recommendations to enhance the Federal Title IX Part A Program’s impact and reach. Methodology: To achieve these objectives, we propose a mixed-methods approach that will combine both qualitative and quantitative data collection methods. The proposed methodology includes: 1. Document Review: An extensive review of program documents, policies, and existing reports related to the Federal Title IX Part A Programs to gain insights into its design, goals, and implementation. 2. Surveys: Development and distribution of surveys to school staff, program administrators, students, and their families to understand their perspectives, experiences, and perceptions of the Federal Title IX Part A Program. 3. Focus Groups: Conducting focus groups with key partners/collaborators, including program staff, educators, students, and parents, to explore the Federal Title IX Part A Program’s impact and identify areas for improvement. 4. Data Analysis: Analyzing quantitative data from program records, academic performance metrics, and other relevant data sources to assess the Federal Title IX Part A Program’s outcomes and impact on students’ academic progress. 5. Comparative Analysis: Benchmarking the Federal Title IX Part A Program against similar programs in other states or regions to gain insights into best practices and successful strategies. Ethical Considerations: Respect for the confidentiality and privacy of all participants will be strictly maintained throughout the evaluation process. Informed consent will be obtained from all participants involved in interviews, surveys, or focus groups. The data collection team will comply with all applicable ethical guidelines of The Kentucky Department of Education and The University of Kentucky before commencing the evaluation. Phase One (2023-2024 Academic Year): To focus on Title IX, Part A - Education for Homeless Children. Deliverables: Upon completion of the evaluation, the Human Development Institute will deliver the following: 1. A pre-evaluation report outlining the current status of the Title students being served under the McKinney-Vento Homeless Assistance Act including a quantitative analysis of the past three years of the program and a service gap analysis to identify current areas of concern. This report will include programming recommendations and be reviewed with the Division of School and Program Improvement. 2. A comprehensive evaluation report (with accompanying infographics) outlining the findings, conclusions, and recommendations based on the data collected and analyzed during the evaluation process. 3. A detailed presentation to Kentucky Department of Education stakeholders as selected by the Division of School and Program Improvement, summarizing the key findings and actionable recommendations. 4. Any additional materials or documentation required for program improvement or reporting purposes.
