Community Partnerships for Tobacco Use Prevention: Executive Order Evaluation
State government is the largest single employer in Kentucky. Implementing a tobacco]free
policy in 2,888 state]owned buildings potentially impacts 33,000 state workers, as well as
numerous visitors to these state offices and properties.1 Given that Kentucky is only the fifth
state to institute a comprehensive tobacco]free policy for all governmental buildings,1
evaluation of policy outcomes is limited. As Governor Beshearfs kyhealthnow initiative aims to
reduce smoking rates,1 there is a need to conduct baseline and post]policy evaluation to
determine the impact of the tobacco]free policy over time.
