Description

The purpose of this project will be to conduct an end-to-end data quality audit and analysis through the IDR and its adjoining system pathways. This project will directly support two FMCSA’s national priorities: (1) Technologies that Improve CMV Safety Through Enforcement (4.2) and (2) State Safety Data Quality (4.7). The project will advance FMCSA’s HP-CMV goals to support safety data improvement through innovation and advance the state of practice in assisting roadside enforcement. The project’s outcomes will include the following: • Improve vehicle registration data as the fundamental component for FMCSA’s Performance and Registration Information Systems Management (PRISM), • Advance the proof of concept for a robust and accurate electronic verification of credentials (EVOC) at roadside, and • Promote energy efficiency in reducing the number of required stops vis-vis Level VIII inspections to help tackle the effects of climate change and its disproportionate impact on underserved communities. The International Registration Plan, Inc. (IRP) has successfully enabled licensing and registration compliance and apportioned fee payments across geopolitical boundaries for participating jurisdictions within the United States and Canada. This agreement allows base jurisdictions to register motor carriers stationed within their domicile, maintain their vehicle registration licensing and credentialing requirements, and collect and distribute apportioned fees to other jurisdictions whenever registered motor carriers travel within those jurisdictions. IRP, Inc. serves as the administrator for the “Plan” and utilizes the recently developed IRP Data Repository in these efforts. Despite the IDR’s success, IRP vehicle registration data relies on a system of systems approach to ensure maximum effectiveness and efficiency. IRP’s participating jurisdictions serve as the authoritative source for commercial vehicle registration data and therefore represent the onboarding stage for high-quality data. Jurisdictions receive licensing and credentialing applications from motor carrier customers and utilize their internal processes and procedures to verify the legitimacy and validity of those applications.
