Abstract The RITA Hub would complement the Vital Strategies-funded Kentucky Association of Counties (KACo) position with OUD EBP subject-matter expertise and implementation facilitation experience gained through the landmark HCS-Kentucky, including: standard operating procedures (SOPs) and workflows; training and education resources; relationships with agencies that have already successfully implemented EBPs aligned with KRS 15.291 allowable uses and can model best practices for their peer agencies; and practical knowledge of implementation successes and challenges. As a counterpart to the KACo technical advisor’s work to support decision-making by local leaders in developing county-level settlement fund strategies, the UK RITA Hub would facilitate implementation of prioritized EBPs with CLS and other provider organizations in the OUD care continuum. From HCS-Kentucky experience, the tasks of engaging communities and their local leadership in overdose strategy development and implementing EBPs to enact those strategies with CLS, health, and social services agencies require distinct capacities and bandwidth. With the RITA Hub, the reach of the KACo technical advisor would expand from judge executives, commissioners, and magistrates served by KACo to the agency partners needed to implement EBPs, including state-level agencies like the Department of Corrections and Administrative Office of the Courts that are the gatekeepers for local-level program activities in probation and parole, specialty court, and pretrial services with which HCS-Kentucky has already collaborated. These implementations would provide the direct services support for innovative models that local staff need to accomplish state systems transformation efforts in frontline agency practice.
