Description
The HDI evaluation unit will be conducting a comprehensive evaluation of the Kentucky
Department of Education’s (KDE) Title III English Learners program statewide. This evaluation
aims to determine the program''s effectiveness, efficiency, and overall contribution to student
achievement and support. Specific objectives include assessing program adequacy in meeting
recipients'' needs, examining implementation efficiency, identifying barriers to access and benefit
from services, analyzing collaboration with other agencies, and suggesting actionable
improvements. The methodology employs a mixed-methods approach, incorporating document
reviews, surveys, data analysis, and comparative benchmarking. Ethical considerations ensure
participant confidentiality and compliance with guidelines from KDE and UK.
