Transportation Operations Center (TOC) Evaluation-Federal Aid Research Task No. 124

The objectives of this evaluation are as follows: 1. Evaluate the integration of the Kentucky Vehicle Enforcement dispatch staff with the Division of Operation's snow, ice, and Road Condition Report personnel into one TOC work area with cross training to perfonn other functions. 2. Evaluate the Cabinet's provision of Road Condition Report infonnation using the CARS -511 consortium. Provide a recommendation to the Cabinet regarding further use of the CARS- 511 versus other options. For each of these objectives, as appropriate, the evaluation activities will include the following: a. IdentifYing the institutional issues encountered and documenting how they were overcome. b. A brief lessons learned report on the technical and institutional issues involved. c. An evaluation report on the lessons learned in applying innovative financing, procurement, or partnering techniques.
