Description

The First Steps Program is the Part C Program of the Individuals with Disabilities Education Act. The program provides early intervention services to children from birth to three years of age with developmental delay and/or a medical condition with an increased risk of developmental delay. The program provides services in the natural environment and uses a consultative model for service delivery. The consultative Model of service delivery is a method of service delivery to infants and toddlers which utilizes a consultative/coaching approach in everyday routines, activities, and places. A team approach is used wih one member serving as the primary service provider who works with the child and primary caregiver based on the child's needs, family concerns, and priorities. The primary service provider supports the family in carrying out the intervention recommended by other team members and works to ensure that the primary caregiver acquires the skills necessary to support ongoing intervention to the child.
