Description
University of Kentucky, Center for Applied Energy Research (CAER) shall:
1. Provide assistance and support to the Cabinet for Health & Family Services (CHFS) in the review and evaluation of documents under the Federal Facilities Agreement and
CHFS sites related to environmental oversight and monitoring at the Paducah Gaseous Diffusion Plant (PGDP) and its environs under the Agreement in Principle, 2) provide a
chemist for work in CHFS radiochemical laboratory, and 3) provide scientific and technical expertise in areas such as civil engineering, chemical engineering, and hydrogeology as related to the Cabinet for Health and Family Services’ responsibilities to evaluate impacts of PGDP on public health.
Provide TASK I - evaluation, review, and comment for environmental projects and activities at the PGDP, including:
a) Conducting technical reviews, background research, and submit comments for documents related to the remedial activities at the PGDP.
b) Attending oversight meetings with Department of Energy (DOE), other state, and federal agencies to resolve technical issues relative to the remedial activities.
c) Attending Public meetings conducted by DOE or other agencies and Site Specific Advisory Board Meetings.
d) Preparation of annual radiation reports, based on data collected by CHFS, for submittal to DOE.
e) Providing a technologist/chemist to assist CHFS in collection/analysis of samples from PGDP.
Provide TASK II - planning and execution of environmental investigations, and assessment of environmental studies at the PGDP, including:
a) Providing assistance to CHFS special environmental monitoring activities at the PGDP, including the writing of sampling and analysis, health and safety, and quality assurance protection plans.
b) Providing assistance executing monitoring activities at the PGDP.
c) Assisting in the assessment of monitoring data collected at the PGDP including the preparation of documents interpreting and summarizing data from PGDP monitoring activities.
d) Providing technical personnel to assist in all aspects of collection, laboratory analyses, data QA/QC, and data reporting for samples from the PGDP.
