Description
CEDIK works closely with Kentucky communities offering services that provide community stakeholders research-based information including customized studies, reports, and various technical assistance programs to meet communities’ economic and community development needs. We lead processes that gather community input and help translate that input into actionable plans. In our work, we have seen how engaged community input can lead to impactful outcomes that address identified needs and lead to both community and economic development wins. CEDIK utilizes our competency and experience in facilitation and strategic planning to meet communities where they are while acknowledging not all communities have the same capacity or readiness to overcome development challenges.
We commit to participating in and supporting this project in the following ways to scale up and provide traditionally underserved communities with brownfield redevelopment assistance:
Goal 1. CEDIK orientation and training on existing digital tools and brownfield technical and regulatory standards.
Output 1.1 Partner training focusing on;
• Brownfields Area Benefits Estimator (BABE)
• Brownfields Tracker (BT)
• Benefits Analysis Tool (BAT)
• ASTM standards
• Environmental Phase I and Phase IIs
Outcome: CEDIK competency to deploy existing technical assistance tools supporting the timely survey and inventory of brownfield sites.
Goal 2. Increase awareness and knowledge of brownfield program, available technical assistance, and funding opportunities.
Output 2.1.1 Launch public communications campaign announcing new technical assistance support capacity and future training opportunities.
• Direct communication with networks of current and potential brownfield stakeholders via newsletter, list serves, press release and social media reaching CEDIK partners, University of Kentucky Extension, Downtown Revitalization network partners, Kentucky Main Street, KAED, Area Development Districts, Community Foundations (and community affiliates), Kentucky Department of Local Governments, issues focused non-profits (environmental, economic development, etc.), existing technical assistance providers (Mountain Association, Brushy Fork Leadership Institute, etc.), The Kentucky Promise Zone, and other regional networks focused on building local capacity to tackle community and economic development challenges including What’s Next EKY.
Output 2.1.2 Meet with and make presentations to existing and potential brownfield partners (listed above) at their regularly scheduled meetings, respective conferences, retreats, etc. while seeking out new audiences and opportunities including elected officials representing communities that have not traditionally utilized brownfield technical assistance.
Output 2.1.3 Coordinate, produce, schedule, and host monthly webinar series focusing on elements and aspects of brownfield development including but not limited to the basics of community development and planning, downtown revitalization, brownfield programs, inventory and mapping tools, community teams and partnerships, stakeholder and public engagement, community decision making, development priority setting, funding opportunities, working with consultants, available community data and metrics, measuring success, redevelopment planning and community visioning, code enforcement and ordinance implications, land reuse and redevelopment, grant writing, community readiness, innovative reuse (creative placemaking and climate resiliency), litter and waste management, site remediation, catalyzing properties with purpose, historic development and mapping resources, etc. This series will evolve over time and respond to the needs expressed by participants and community
partners.
Outcome: Community partners and stakeholder improve competency about available Brownfield technical assistance opportunities.
Outcome: Elected officials (Judge Executives (fiscal courts), Mayors and City Council members reached and more aware of the program and available resources
Outcome: Creation of repository of archived and available digital resources
Outcome: A network of communities and partners engaged in brownfield redevelopment
Outcome: Community partner networks and stakeholder groups initiate or request direct coaching to help navigate processes noted in the four elements of section 128(a)(2)
- Timely survey and inventory of brownfield sites.
- Oversight or additional resources that ensure the protection of human health and the environment.
- Support to provide for meaningful public participation in community development or brownfield redevelopment.
Goal 3. Brownfield Community Assistance Program providing intensive coaching, technical assistance and funding to an annual cohort of traditionally underserved communities.
Output 3.1.1 Develop and pilot an intensive year long community assistance program providing 1:1 access to a CEDIK technical assistance provider assisting community teams navigate their specific brownfield redevelopment challenges. Cohort stakeholder teams are recruited from education and awareness activities as well as open calls via existing networks throughout the commonwealth.
Output 3.1.2 Develop and host bi-annual grant writing seminars designed to assist attendees in identifying available grant opportunities, exploring guidelines for federal grants, working with foundations, documenting the need for proposed projects, creating logic models, budgets, timelines, aligning proposals with plans and demonstrating the merits of proposed projects. Attendees will be invited and encouraged to participate in a peer review network that aligns with granting cycles.
Output 3.1.3 Brownfield Community Assistance grants made available to participating community stakeholder teams to further redevelopment priorities involving the identification and assessment of brownfield sites to further community redevelopment priorities established as part of the Brownfield Community Assistance Program.
Outcome: 6 community stakeholder teams participate in Brownfield Community Assistance Program annually receiving direct support and facilitation on relevant topics including but not limited to; evaluating community readiness, stakeholder teams, community planning and visioning, brownfield inventory and assessment, data collection and impact measures, funding and grant writing, redevelopment planning, clean up and site remediation, etc.
Outcome: 15 communities or organizations partners build grant writing skills annually resulting in an increase in the number of submitted and funded projects each year.
Outcome: 3 communities receive $20K each year to implement redevelopment strategies aimed at catalyzing or brownfield sites as components of redevelopment strategies.
