Description
This research will involve three related tasks to understand the effects of Transportation Network Companies (TNCs) in San Francisco.
Task 1 Assess Effects of TNCs on Transit Ridership
The objective of this task is to understand whether and how Transportation Network Companies (TNCs) affect transit ridership in San Francisco. The approach will involve incorporating TNC-specific data, extending and re-estimating the existing MUNI and BART time series models through 2016, and estimating new zone-level models of TNC use and transit ridership.
Task 2 Assess Effects of TNCs on Roadway Congestion and Reliability
The objective of this task is to understand whether and how Transportation Network Companies (TNCs) affect roadway congestion and reliability in San Francisco.
Two basic approaches will be implemented: an empirical approach and a model-based approach. The empirical approach attempts to measure the effect of TNCs on congestion, based on the change in INRIX travel time and reliability data. The model-based approach will use SF-CHAMP as a tool to estimate the effect of adding TNCs to the traffic stream, and estimating the modes that TNCs draw from.
Task 3 Assess Effects of TNCs on Transit Operations
The objective of this task is to understand whether and how Transportation Network Companies (TNCs) affect transit reliability and level-of-service (LOS) in San Francisco. The analysis will use transit Automated Vehicle Location (AVL) and/or Automated Passenger Count (APC) data to measure transit LOS and relate it to the location and operation of TNCS.
