APPENDIX A. SCOPE OF WORK
The University of Kentucky College of Social Work will be responsible for conducting the evaluation for
the Center on Substance Abuse Treatment (CSAT) funded project awarded to the Volunteers of
America Los Angeles program. The evaluation approach can be described as a pre/post test design.
The design includes follow-up measures at 6 months post baseline for adult substance-using men and
women involved in the criminal justice system. Baseline data will be collected at treatment entry, and
supplemented with data collection (both process and outcome) while participants receive treatment
and at follow-up for the outcome evaluation. The evaluation has three primary objectives: (1) To
describe client characteristics at treatment entry into the CSAT funded project; (2) To examine short-
term project outcomes based on GPRA 6 month measures; and (3) To complete a process evaluation.
Reports will be provided to the VOALA program for regular COl meetings and annually to report
evaluation findings. The evaluation team agrees to protect VOA client information and ensure
confidentiality through standard human subjects protections protocols. This evaluation will comply
with GPRA that includes, but is not limited to, collecting client outcomes at 6 months and at treatment
discharge using GPRA Core Client Outcomes.
