Estimating the relationship between snow maintenance performance and current weather conditions

Abstract

This paper documents the correlation of data from weather observation systems, Road Weather Information Systems (RWIS), and highway agency inventories, to describe the effectiveness of winter maintenance performance in the State of Minnesota. The logarithms of the deviation from standard goals for bare lane regain times on varying roadway classifications are used as endogenous (response) variables in a mixed linear model. This results in a model with excellent statistical properties. The model takes into the account the local severity of weather to estimate performance, thus creating a benchmark to compare actual performance under current weather conditions.
