Abstract

Open societies are characterized by high trust, individual freedoms, functioning institutions, and open markets. This openness relies on free flow of information and frictionless transactions. Increasingly sophisticated technologies and ever-widening access to networked information have removed barriers to communications, education and scholarly collaboration, scientific discovery, citizen services, and commerce. Yet this very openness and its societal benefits are at risk from bad actors seeking to leverage said openness for cybercrimes which harm individuals, organizations, national and global security, and international relations.
