Abstract
Community colleges occupy a contradictory position in the rise of globalization. They are at once both local and global institutions. This essay examines the complicated location of community colleges in local economies through the developing community college system in Indiana. In particular, it highlights the horizontal transitions of a growing number of students through community colleges and the impact of suchtransitions on the framing of literacy education.
