DOC UK with UKCDAR SAMAT

The University of Kentucky College of Medicine, Department of Behavioral Science, in conjunction with the UK Center on Drug and Alcohol Research, will be responsible for conducting the evaluation for the Kentucky Department of Corrections, Division of Addiction Services, KORE-funded project to expand medication assisted-treatment (MAT) in three prison sites. The evaluation approach can be described as a pre/posttest design. The design includes baseline CJKTOS data as individuals enter treatment, and follow-up measures at 6 months post baseline for substance-using individuals in treatment and seeking MAT services using the Hazelden Core-12 model. The evaluation has two primary objectives: (1) To describe client characteristics at treatment entry into MAT services; and (2) to examine outcomes at 6 months post treatment entry. The evaluation will include a focus on the 3 tracks of the Core-12 treatment approach including no MAT, Vivitrol, and buprenorphine. Data reporting requirements will be met through the DOC established Criminal Justice Kentucky Treatment Outcome Study (CJKTOS) and supplemented with Government Performance and Results Act (GPRA) measures. Specific outcomes at 6 months will include: „h The number of incarcerated individuals with OUD who are screened as assessed as eligible for MOUD „h The number of incarcerated individuals with OUD who initiate FDA approved MOUD prior to release „h The number of incarcerated individuals with OUD who also engage in OUD services including counseling, case management, substance abuse education, relapse prevention, and individualized re-entry plans „h The number of incarcerated individuals with OUD who continue FDA approved MOUD following release through an established continuum of care This evaluation will also support the development and implementation of a DOC SAMAT data collection and reporting system to monitor SAMAT intake, medication dosing frequency, and follow-up for participating DOC sites using MAT. This evaluation will comply with all state funding expectations for any core data collection.
