OHS, Integrating Citation Data with SHSP 2025-29

Abstract Integrating Citation Data with SHSP 2025-29 PI: Ben Blandford 10/1/2025 - 9/30/2026 Kentucky’s SHSP was updated in 2025 and included 9 Emphasis Areas for improving highway safety: Aggressive Driving, Distracted Driving, Impaired Driving, Occupant Protection, Roadway Departure, Vulnerable Road Users, Motorcyclists, Commercial Motor Vehicles, and Older Drivers. The SHSP is understood to be a ‘living document’ during implementation, with consistent monitoring, tracking of progress, and occasional updates. SHSP data analytics rely heavily on crash and roadway data for identifying trends, problems, and potential solutions, but the integration of other data sources, such as citation data, could provide a more robust analysis. For many of the nine identified Emphasis Areas, there is a direct correlation to citation data that can be established. This project will continue the integration of citation data into SHSP 2025-2029 tracking and monitoring as it is implemented in Kentucky. To classify Kentucky citation data according to its relationship with SHSP Emphasis Areas and to integrate citation data into the ongoing SHSP Emphasis Area data analytics, which includes crash and roadway data. Additionally, the citation data will be mapped to meaningful categories that relate to the SHSP.
