Practical Framework for a Bridge and Tunnel Construction Inspection Certification
Program

State departments of transportation (DOTs) rely on construction inspectors to achieve successful
project delivery. Providing training and resources for construction inspectors is essential to
ensure consistent administration of highway construction projects and quality expectations.
Construction inspection certification programs can ensure that certified inspectors have sufficient
training and knowledge in structural inspection; field inspection and testing procedures; their
applications to various construction activities, equipment, and products, and general work zone
operations; interpretation of contract plans and specifications; project record keeping and
reporting; and supervisory functions. State DOTs rely on competent certified construction
inspectors to verify that construction work on transportation infostructure projects in compliance
with all contract documents and meets both process and quality expectations.
The FHWA is interested in a practical framework for construction inspection certification
programs that can be implemented by State DOTs. The framework should show clear approaches
that are applicable to construction inspection of “work-horse” bridges, complex bridges, and
tunnels.
