Description
The goal of this project is to further expand the implementation of the Kentucky's Automated Truck Screening (KATS) System. This project addresses the PRISM program requirements by assisting enforcement with the identification of motor carriers with a Federal Out-of-Service Order (FOOS), identification of vehicles assigned to carriers on the PRISM Target File, and prioritization of those carriers for inspection. This system also helps to more accurately tie back safety events that affect a PRISM registered vehicle with the motor carrier responsible for safety. KATS allows for a more efficient allocation of scarce resources for compliance reviews and roadside inspections.
I. OBJECTIVES
The objectives of this project include:
-Install a Kentucky Automated Truck Screening (KATS) system along high-traffic corridor or port of entry
1. Install a KATS system at one of these locations (I-69, US 627, Bluegrass Parkway, or the Western Kentucky Parkway)
- Increase the number of inspections for motor carriers in the PRISM target file
- Improve the ability to identify a FOOS truck
- Identify motor carriers with potential credential or registration violations
- Identify motor carriers with a poor safety history
- Identify chameleon carriers who are attempting to evade FOOS orders
