Description
KCSP will provide stage-based technical assistance based on best practices and tailored to local Kentucky
communities to help them disseminate knowledge on secondhand smoke and smoke]free policy and to
build capacity and demand for smoke-free policy. The long]term goal is to enact comprehensive smokefree
laws in local communities. However, policy change in small, rural tobacco]growing communities
takes both time and the development of trusting relationships. Therefore incremental progress in
communitiesf stage of readiness for smoke]free policy will be the goal of this contract. Incremental
outcomes can include (but is not limited to) building and training of a local coalition and leadership,
disseminating culturally sensitive public education and media, policymaker assessment followed by
tailored policymaker education, increasing public demand as noted by public petitions and
organizational resolutions, helping communities get legal review of proposed ordinances, generating
effective responses to typical opposition strategies, and monitoring policy implementation. The overall
goal of this project is to advance smoke]free policy or strengthen existing smoke]free policy as
evidenced by incremental change in the communitiesf stages of readiness for smoke]free policy.
