Determine the costs of replacing under the current system using embossed license plates.
• Determine the costs of replating under an alternative system using flat license plates.
• Analyze the impact of flat plates on license plate readers used for electronic
tolling/ screening.
• Survey other states about flat plates and embossed plates, and asce1iain best practices.
• Assess implementation costs and challenges associated with converting to flat vehicle plates.
