The Center will conduct a detailed distress survey of the entire project on an annual basis or more frequently if deemed necessary by the Joint Evaluation Review Team. This survey will document any observed distress included in the warranty documents for the project. The IRI and rutting will be evaluated by the pavement Management Branch within the Cabinet on an annual basis. Annual ESAL'swill be calculated based on the MDT and vehicle classification counts obtained by the Division of Planning. Aggregate ESALclass ESALfactors will be utilized in conjunction with this data to calculate the annual ESAL's.
