Assessing the Implementation of Emerging Wireless Technologies for Highway Construction and Infrastructure Asset Management Through Maturity Models of People, Process, and Technology

Resumen

The requirement for infrastructure systems that are secure, dependable, and of a higher quality often increases the intricacy of transportation construction projects and necessitates a more in-depth evaluation approach for technology implementation. This research, with a focus on effective technology implementation, stretches beyond simply evaluating technologies to investigate technology integration with personnel and policy at departments of transportation (DOTs). Drawing from a literature review and surveys of DOT personnel, this study applies and evaluates maturity models for people, process, and technology. The findings support the need to understand maturity along people, process, and technology measures to improve the likelihood of technology implementation. The study presents determined and validated maturity limits along people, process, and technology for both successful and unsuccessful technology implementation. The maturity levels of people, process, and technology and the identification and ranking of six implementation factors will provide state DOTs with a detailed framework to assess their proposed technology implementations and gauge their potential success or failure before incurring expenses and risks. The study’s findings allow state DOTs to self-assess their current maturity levels for people, process, and technology, identify areas needing improvement, and devise a plan to reach the levels needed for probable success in technology implementation. The idea and scope of the research and the findings can be extended to any existing or new technology implementation efforts at the DOT level, including automatic identification and data capture (AIDC) technologies, emerging sensing and wireless technologies, safety technologies, and others.
