Resumen
The technological advancement brought forward by Construction 4.0 has been slowly transforming the industry. While many studies focused on vertical projects and private organizations, very few have been tailored to the horizontal sector and departments of transportation (DOTs). This study addresses the gap by utilizing the technology, organization, environment (TOE) adoption model to identify the critical technological, organizational, and environmental factors that influence the decision-making process when DOTs adopt technology. Twenty-eight factors were identified and defined from literature and evaluated via a survey distributed to DOT professionals. Statistical tests were employed to classify the factors using the MoSCoW method into "must be," "should be," "could be," and "would be" factors. Findings can be important for both researchers and practitioners when understanding the decision-making process for technology adoption and can lay the foundation for tools and frameworks that enhance the technology adoption and implementation process at the DOT level.
